He graduated and received his master’s degree, both “cum laude”, at the Faculty of Law of the University of Ljubljana in the field of public procurement contracts from the aspect of European and national law. At the beginning, he took the position of consultant at the National Review Commission. Within his work for the state bodies specialized in public procurement, he worked in Zagreb as Resident Twinning Adviser (RTA), Commissioner of the European Commission for the coordination of procedures for the preparation of Croatian legislation and other legal acts in 2007. As consultant for this area, he also worked in other European states. IIn his legal practice, he is particularly focused on commercial law and public procurement, engaging also in expert contributions and giving lectures at professional conferences and seminars. Given his longstanding professional civil and commercial legal experience, the Bar Association of Slovenia has granted him the title of legal specialist in this field. He works as partner at the Law Firm Mužina, Žvipelj and Partners Ltd. In 2017, he received the »Leading Public Procurement and Concessions Consultant of the Year – Slovenia« (Acquisition International awards, 17 May 2017) award.
